Mutually Assured Destruction comes from the Cold War!. The idea was that the United States and the Soviet Union had enough nuclear weapons between them that they could completely obliterate each other and the rest of world civilization with them!. Rather than be responsible for such a mass killing/destruction, this was supposed to keep the two powers from using their weapons against each other, because they knew that the other side would respond in kind!.

It appeared to have worked, no!?
