Um, Harry Truman was not even vice president when Japanese-Americans were interned!. President Roosevelt authorized that with an executive order, in February 1942!. Truman was elected Vice President in 1944 and became President on Roosevelt's death in April 1945!.

I actually account Truman as one of the best presidents!. He integrated the military, which meant that African-American soldiers were no longer the only ones subject to the dirtiest or most dangerous jobs (for instance, boiler rooms on Navy ships, which nearly always blew up first if the ship was attacked)!. Although he began "loyalty checks" to remove communist sympathizers from government office, he also opposed loyalty oaths for people who held those jobs!. He also took responsibility for the decision to drop the atomic bombs on Hiroshima and Nagasaki, even though he had not even heard of the Manhattan Project until he became president!. It's also important to realize that the use of atomic bombs did not even become controversial until the last 20 years or so; Truman and just about everybody else believed that using the bombs was necessary to end the war with Japan, which threatened to be even bloodier and more costly than the war in Europe!.

Worst president: James Buchanan!. He was president from 1856 to 1860, and while the secession crisis boiled he did nothing to end it!. He said that seceding from the Union was illegal, but going to war over it was also illegal, so he did nothing when South Carolina declared itself separate from the United States!.

I don't know enough about British government to give an intelligent opinion on the prime minister question!.

I hadn't really thought about whether secession was legal; my point was more that Buchanan's ideas made it so that he could not and did not take any action, whether it was going to war or recognizing the rights of South Carolina to secede!. I think the question can be legally argued both ways; if a Republic is based on the consent of the governed, and the governed no longer consent, then it should be legal to secede!. On the other hand, it was the election of President Lincoln that pushed the secession question (Southern states feared that Lincoln would move to outlaw slavery in the territories, limiting it to where it already existed; he would interfere in the slave trade)!. So they were opposing the legal election of a President who was not terribly popular and who had won the Electoral College vote (I can't remember if he won the popular vote)!. Looked at this way, secession becomes a rebellion against the legally elected President of the United States!.

Anyway, my judgment that Buchanan was the worst president was mostly based on his being president in a time of great national crisis and responding by taking no action at all!.Www@QuestionHome@Com

In my humble opinion, the worst U!.S!. president was Harry S Truman!. He was the one responsible for not only the bombings of Hiroshima and Nagasaki, but also the internment of tens of thousands of Japanese-Americans during World War 2!.

The best U!.S!. president would have been Abraham Lincoln!. He pulled this country through the Civil War, and freed the slaves!. John F!. Kennedy was also a great president!. He pulled us through the Cuban Missile Crisis and other tough times!. Franklin Delano Roosevelt helped us through the Great Depression and the first part of World War 2, while dealing with illness that forced him to use a wheelchair for most of his life!.Www@QuestionHome@Com
