The furor over the Dresden and Tokyo fire bombing, nuking of Hiroshima and Nagasaki, and other indiscriminate carpet bombing of Coventry and other cities caused the Geneva Convention to add indiscrimnate attacks on civilians as a war crime in 1949!. During the war, the Geneva Accords did not have these as prohibitions!.Www@QuestionHome@Com

On one level, yes!. Winners write history, and generally choose not to have themselves portrayed as mass murderers!.
The city certainly had industrial and transportation assets of the sort that the Allies were intent on destroying!.

On the other hand, there was also a great deal of collateral damage, perhaps more than can be justified on military grounds!. The bombing was controversial then, and still is today!.Www@QuestionHome@Com
