Question: Was Themistocles a strategist or general of Athens!?
Best Answer - Chosen by Asker:
He was the ideal strategist for his time!. When Athens discovered a new Silver seam he persuaded the citizens to pour the money into a huge expansion of the Athenian Navy!. He could see what was coming in terms of a prospected Persian invasion and that the best way for Athens to defend herself was by her "wooden wall", her battle triremes!.
As the Persians invaded it was good strategy to place the Athenian Navy under Spartan command knowing that they were brilliant soldiers but no seamen and the Spartan "Admiral" would take all the advice from an Athenian Admiral!. An excellent decision because the Greek City States looked to Sparta to give a military lead which they could follow!.
He was also a very good tactician in that he commanded very well the Athenian contingent against the Persians in Thessaly and was, of course, the master tactician behind the Greek destruction of the Persian navy at Artemesium and Salamis in 480 bc!.
His title of Strategos translates as commander of Armies but was also a political title ofr which normally 10 were elected by the citizens!. Alog with the Strategoi there was one other important position, that of Polemarck, appointed by lot and he held the casting vote should the strategoi not agree on a decision which involved the strategy/tactics of the army or navy!.Www@QuestionHome@Com

both!. He bore the title of "Strategos", which meant "commander of the armies"!.

But he did devise the strategies that led Athenian armies to victory, he did not rely solely on conventional wisdom and tried and true tactics!.Www@QuestionHome@Com

In a way both, the specific term for his position was strategos which literally means army leader!.Www@QuestionHome@Com
