I'll give you a prime example!. The "Five Points" section of New York City!. Back in the early 1800's,you already had so much overcrowding,and no running water for sewage,no garbage pickup,and no health code for restaurants or grocery stores!.
You dumped your chamber pot out into the street!. And with such a large area,the regular foot patrolman just couldn't get around as fast as today's cops!. No radio or call box!. The best way to improve reaction time to answer calls was to send mounted officers to the crime scene!. And on top of all that,you constantly had more immigrants coming into the neighborhood with the original immigrants resenting the new ones!.Www@QuestionHome@Com
