The answer is not that easy to give, but let's try to approach a correct answer!.

During the Yalta Conference in Feb 1945, the Allied Forces (USA, Russia and the UK) decides that Germany would be divided in three zones!. Winston Churchill supported a 4 zone division (the fourth zone going to France) and so it was decided on the end of the conference!.

Untill 1949 the german territory was ruled by a common Allied Council that decided on what was to be!. The first obstacle they met was to define the word democracy, as they all wanted that Germany should become a democracy! Of course the conceptions of democracy were far apart between Russia and the other Allied counterparts, and an agreement could never be reached!.
The Yalta Conference had also ended on a splitting of influential areas in Germany, and a sort of inner border between the three Western sectors and the Russian sectors, Berlin beeing split in 4 sectors within the Russian sector itself!.

The Three western Allies gave their agreement to the foundation of the German Federal Republic on 23 may 1949!.

The Russians answered with the foundation of the German Democratic Republic on 7 october, copy of their own Communist system!.

This led to a further developement of the "Codl War" and the erection of the Berlin Wall in 1961 aswell as the sealing of all the communication roads between West Berlin (East Berlin being the Russiand sector) and the Federal Republic!.

So while Western Germany developed a democratic system as we know it, Esat germany became a copy of the Russian Communist system that finally met bancrupcy in 1989 due to the reforms of the communist system by the Russian President Gorbatschow which eventually led to the fall of the Berlin Wall and the reunion of the two Germanys into one democracy as we conceive it!.Www@QuestionHome@Com
