HMMMM!. First, there was no emperor in the Roman Republic period!. When emperors became the rulers in charge, it was called the Roman Empire!.

Rome in the Republican period was a limited democracy!. The citizens did have a say in the government though it was not a universal one man one vote democracy as we might think of it in the USA!. By that token, the USA as constituted in 1787 allowed only WHITE - - MEN to have a say in the government!. Women and non-whites had NO say in the government of the early United States!.

How many of the people need to have a vote before one can label a republic a democracy!? - - or a "true" democracy!. Perhaps only town meetings in New England qualify!.Www@QuestionHome@Com

All democracies are republics, but not all republics are democracies!.
A republic is when you have many people involved in politics, in different sections!. A democracy is when THE people are involved, in different sections!. See the difference!?Www@QuestionHome@Com

Because most of the people could not vote - women, slaves, people that were conquered, etc!. Although by this standard the US was not a democracy either until the 20th century!.Www@QuestionHome@Com
