Most Important parts of the Franklin D!. Roosevelt's speech to the U!.S!. congress
( December 8th,1941 ) are following-

-Yesterday, December 7, 1941 - a date which will live in infamy!.

- No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might, will win through to absolute victory!.

- With confidence in our armed forces - with the unbounding determination of our People - we will gain the inevitable triumph!.

- I ask the congress declare a state of war existed between united states and Japanese empire!.Www@QuestionHome@Com

Well, this is a little obscure, but the way he put the phrase

That since the unprovoked and dastardly attack by naval and air forces of the Empire of Japan, a state of war has existed between the United States and the Japanese Empire!.

It means that anything that US forces did between the attack and the declaration of war, which hadn't happened yet, that's what the speech was asking for, was not a belligerent act, so the Japanese couldn't come back and apologize like they had when they sank the US naval vessel in the Yangtze river!.
