Britain led the way!.
Positive
Education for the workers became necessary, an uneducated worker would be less able to operate a machine!.
The education allowed the proletarian masses to read and understand their rights (human and politic) – the discontent that was caused led, in time to real democracy, rather than the oligarchical form that preceded it!.
Negative
Many workers, especially in agriculture and weaving, lost their jobs and were forced to move to cities to find work!.
Cities were unable to cope with the influx of migrant workers and living conditions plummeted!.Www@QuestionHome@Com

England led the way and the city I was born in was the first and most important one in it - Birmingham England - thats why later Birmingham came to be a city of industry in the southern us after the civil war to bring industry to the agrarian south as the north had alot of industry by that time
