It remained a Spanish possession until 1898, when the US took it from Spain during the Spanish American War (along with the Phillipene Islands and Puerto Rico)!. In those almost 400 years, even though many African slaves were brought there to work, the official language and the language of trade remained Spanish, and so it remains to this day!. In terms of why they kept Spanish as the language, it's not at all unlike Mexico!.
