Actually, he is talking about before the Holocaust began, in the 1930s when Hitler was consolidating his power!. There was no treaty, but Hitler's government DID cooperate with Zionists to help the emigration of Jews to Palestine!. This was for two reasons!.

1-It would make the British mad because Hitler would then make the Jews their problem!.

2-It would foster the idea that many Jewish leaders were opposed to, specifically that Jews were a SEPARATE racial identity - ie that the Jews were NOT Germans or French or Italians or Irish or Russian or whateverWww@QuestionHome@Com

No!. He consulted no Jew about the final destination of the Jewish people!. At one point though, he did wish all the Jews to be sent to Madagascar but that wasn't feasible!.Www@QuestionHome@Com
