Some slave labor might have been used to build them, but from 100 BC on a lot of them were built by the Legions!. Julius Caesar's uncle (Marcus Crassus, I think) changed the make-up of the Legions and how they were used during peacetime!. They built roads, towns, aqueducts!.!.!.!.Www@QuestionHome@Com
