I'm not completely sure, but I don't believe so!.

After WWI, Germany owed $32 billion dollars to France and England!. At that time, there's no way a sum of money that large could possibly be paid off!. However, they still had their industrial capabilities because the war wasn't fought in Germany, so all their factories were kept intact!. At the time, Germany was secretly re-arming it's military and preparing to gain central dominance!. Germany had a huge military advantage over its neighbors!.

No!. Germany was broke and making reparations to countries it fought in WWI!. The economy was a disaster!. The country was unstable politically and economically!.Www@QuestionHome@Com
