I would not even consider Xerxes or Darius, as Great Men, though they may have been kings! (But I have a little problem with Titles)
But if I must choose one then it is of course Cyrus, for he built the Achaemenid Empire, the other two just tried to expand, and not all that successfully!

Note there are few Kings from history that I would say were great!

Darius and Xerxes, were son and father, they both liked to fight with other civilizations!. Cyrus the Great is the best, becausehe united Persians into this immense empire!.!.!.!.!.so I think Cyrus the Great is the best Persian ruler!.Www@QuestionHome@Com
