This cartoon is a clear anti-communist propaganda piece!. The sword that the man has says "bolshevism" on it and he is carrying a torch with the work "anarchy" in it!. The cartoonist is trying to show that bolshevism is a threat to America by the portrayal of the torch near the American flag!. the position of the man under the flag shows that the communists are trying to take over the control and we must do everything in our power to keep them out!. The title "Put them Out and Keep them Out" simply means that the current communists in the U!.S!. at that time were a threat and needed to be "put out" a reference to the anarchy flag!.
