The NHA is important because it is the first Act to provide for the funding of social housing in Canada!.

There had been two previous Acts establishing some federal policy and support in the housing sector to reduce the risk to mortgage lenders because of the many defaults that had occurred through the Depression years!. But the NHA provided an opportunity for credit-worthy people to buy homes and, with the provinces, to provide funds or guarantees for the construction of low-rent housing!.
I looked for a precise date for the GG signing the Bill into law but it would take more then the signing for the policy to be effective and I was unable to determine the first date it was used!.Www@QuestionHome@Com

I can not find a definite date for the National Housing Act (1938) on-line!. Hansard archived back to 1955 only!.

Here's the background info:

In the early 1930s there were no uniform housing standards in Canada’s
cities and towns!. In order for standards to be established the Parliament of
Canada passed the Dominion Housing Act in 1935 which had many
flaws!. Over the next three years, the DHA was tinkered with, expanded,
and ultimately failed to meet the expectations of Parliament!.

Still, MPs agreed that housing—adequate and affordable—should come
under the jurisdiction of the national government!. In this way, there would
be access to finances in every province, and uniform housing standards across
the country!. So, in 1938, The National Housing Act of Canada was passed
into law!. There have been several updates to this legislation over the years!.
However the Act was set out:
? to promote the construction of new houses, the repair and modernization
of existing houses, and the improvement of housing and living conditions
? to promote housing affordability, choice, and access to financial aid
? to promote competition in the marketplace and efficiency in construction
and financing options
? to insure that adequate funds for the financing of a home is available
at low cost
? to ensure a healthy housing industry—construction jobs etc—that has

National Housing Act was passed by the Parliament of Canada in 1938 and was intended to promote the construction of new houses, the repair and modernization of existing houses, and the improvement of housing and living conditions!. It was later amended in 1985 and 1999!.
