Racial justice has to do with letting other races such as blacks do things like vote and things like that!. Representative government has to do with a government that represents the people of the country!. Therefore, if you do not let all citizens despite of racial background vote, there can be no truly representative government!. Since you asked about struggles for racial justice, it would involve items such as the 13th, 14th and 15th Amendments to the constitution as well as the struggles up to and beyond a pivotal point in the 1966-1968 Civial Rights Laws and fighting the Jim Crow laws!.
