My understanding of this, based on a poli-sci course I took some time ago, is that collective security entails no one nation pursuing interests that run counter to the rest of the collective, meaning they have to give up some amount of national sovereignty in favor of an international authority!. If they do pursue outside interests, such as imperialism etc!., they run the risk of being ganged up on by said collective!. And that, I think, would constitute as failure!.Www@QuestionHome@Com
