Best Answer - Chosen by Asker:
All drugs were in the public domain!. The regulation of drugs is a modern phenomenon!.

Cultivation of opium poppies for food, anesthesia, and ritual purposes dates back to at least the Neolithic Age!. The Sumerian, Assyrian, Egyptian, Minoan, Greek, Roman, Persian and Arab Empires each made widespread use of opium, which was the most potent form of pain relief then available, allowing ancient surgeons to perform prolonged surgical procedures!. Opium is mentioned in the most important medical texts of the ancient world, including the Ebers Papyrus and the writings of Dioscorides, Galen, and Avicenna!.Www@QuestionHome@Com

CanProf and Daveshire are both on the ball!. May I add some details!?

Hemp was certainly used for intoxication in some places; Herodotus has a detail about some Scythian tribes who did not use wine but for intoxication breathed in smoke from an unnamed herb!. That this was cannabis is confirmed by the archaeological discovery of a bronze vessel used for inhalation, decorated with incised images of hemp leaves and with tarry residue still in the bottom!.

In addition hellebore was used both medically, for the treatment of psychosis, and ritually as a mind-altering drug in some religious mysteries!. The priestess at Delphi also chewed laurel leaves to intoxicate her and detach her from everyday concerns before she gave her prophecies!.

It has been claimed, but as far as I know without sufficient evidence, that various toxic fungi were also consumed recreationally!.Www@QuestionHome@Com

What a great question!. There was certainly alcohol, if you count that as a drug!. Water into wine etc!.
Im not too sure about the prevalence of hashish in the middle east region around then!. The hemp plant which can be turned into cannabis was certainly begun to be cultivated long before that, though often for purposes other than to get high-hemp makes excellent rope!. The Romans may have on occasion drunk it with wine for its psychoactive properties, and early Jews may have inhaled it as part of a religious ceremony!. But overall I don't think it was as commonly used to get high as it is today!.
The top answer is interesting!.
