Best Answer - Chosen by Asker:
It was conceived immediately after WW II, to rebuild Europe, so badly damaged during the war, and to have the European nations to work toward a common goal!.
With the threat of the Soviet Union, I believed spurred Europe to follow that path!.

now i'm not up on my history, but one would have to assume that it's an economic union!.
likely started with a non-tariff agreement between the countries, specifically to compete with the US!.
while it's taken a number of years, the impending change in pricing oil from the US dollar to the EU, shows how far it's come!.

however, with the emergence of India and China, it's become more important, and possibly too late!.
it may well be that China will be the largest economy within a few decades!.

i don't see the lack of a unified government, or a uniform constitution as a problem!.
in the world today, i think the economy is more important than the form, and details, of government!.Www@QuestionHome@Com

Piece by piece!. Legislative at first, for twenty years, then monetary, now stitching together trade policies!. Unratified constitution rejected by the French public and others could be stumbling block, but only to bureaucracy!. The EU already has one currency, one trading policy!. Looks like it will continue that way, as richer members are unwilling to give up autonomy on social, national policy!. Churchill had the idea, called it the United States of Europe!. But his conception was rather paltry, nationalistic!.!.!.Www@QuestionHome@Com
