Question: Why did FDR pass the Agricultural Adjustment Act!?

If farmers were producing too much crops, and the govt had to pay them to destroy the crops, why couldn't the govt have paid the farmers to give their manufactured products to the starving poor people instead of wasting the crops!?Www@QuestionHome@Com
