Ratification was completed only in 1781, four years after it was drafted!. Without that, the thirteen sovereign States could have drifted off into suspicious independence or regional confederations!.

It provided for the settlement of overlapping land claims among the States and for the Northwest Territory to be federal land intended to become free States!. Either of these issues could have driven the States to war with one another!.Www@QuestionHome@Com
