the reason why is because the farmers had to pay even more taxes just to be able to make whiskey!. they had to buy the materials to make whiskey which also had taxes!.
also, the people that bought there whiskey had to pay taxes, and as a result of this, many people began to not buy whiskey, and farmers had even less money!.
