Without going into too much detail, Hoover believed that the primary cause of the Great Depression was foreign in nature (other countries' economies), and responded by increasing tariffs on foreign products!. This meant that those countries responded in the same way, preventing recovery!. FDR, however, saw the root of the Great Depression as being rather irrelevant by the time he took office (probably right)!. His response was based on the idea that increased government spending and tighter regulation of business would stimulate the economy and restore consumer confidence!.Www@QuestionHome@Com
