To make some comparisons of military might of each of the above, we have to look at military strengths, opposing forces, and army units!.
Roman Legions were rarely more than 30,000 in numbers, and in most cases, much fewer were employed!. If you take note of the lands/peoples Romans conquered, those were with very weak armies, or did not oppose Roman march!. Even with improved armies, in later periods, one could discover that a small horde of Mongol raiding forces sacked so many parts of Europe, including the perpetual sacking of Russian towns and cities (for about 3 centuries or more)!. Because of a lack of glorious army to boast of, the puny Roman army had been touted as the greatest, when in fact, if you compare armies in the same time period, Romans would feel uncomfortable at the ability of the Chinese armies of 800,000 on the march (during the 3 Kingdoms Era)!.
There was no direct answer to the invading hordes of Mongol forces, or to subsequent Tartar hordes which originate from Mongolia!. The whole of Europe was at the mercy of the Mongol/Tartar hordes, and even armies of crusades were slaughtered by the Mongol hordes without much resistance!. The crusades had never met an army of fast horsemen with fire arrows, decimating them at will!.
Some historians may argue that Black Death, brought from Asia, was the one of the strategies of the Mongol army in hurling diseased animals into fortified towns, and Black Death decimated 2/3 of Europe's population during the 14th century!.
British Empire is a misnomer - as it was an Empire gained through many of its far flung colonies!. It could not convincingly subdue even her nearest neighbours in Europe, and alone, Britain could not even subdue China (using ancient weapons of war) on its own!. So, we cannot comment on this, as it had never proven itself on a real battlefield!.Www@QuestionHome@Com

Rome:Used well organized and disciplined army!.
Mongols:Used light cavalries and if their enemy doesn't stop fighting they usually kill the people in the villages of their enemy!.
Napoleon:Is a military genius and commands his large army personally and coordinates all his attacks!.
British:Used modern weapons and eliminated all threats in thier empire and enforced strict rules in their empire!.Www@QuestionHome@Com

I'll just give you some dialogue on war strategy, no more than that!.
Rome: Used superior strategies and formations to crush enemies!.
Mongols: Used highly disciplined soldiers to knock down some powerless enemies outnumbered!.
Napoleon: Used motivation of troops and good coordination and strategy to achieve victory!.
