Ivan "The Terrible" is not really the proper translation, its more correctly "The strong or the threatning" meaning that he had reputation for strong leadership!. However I don't consider him the most terrible!. Its hard to really rate!. My top worst would be:
Stalin
Hitler
Pol Pot (Cambodia)

Hitler has to take the cake for horrible!. But terrible brings up something funny!. Boxers all come up with names for themselves that make them seem tough!. There was this boxer who called himself, now get this, Hernandez the Terrible!. No actually it was Terrible Hernandez!. From looking at his record he named himself correctly!.Www@QuestionHome@Com

The Russian word Grozny means 'impressive in a rather menacing way'!. It's the name they gave to their control city in Chechnya, so it is clearly a style of rule the Russians go for!.
