Best Answer - Chosen by Asker:
D!.

A!. is incorrect because railroads created their own demand!. Where they were built, people paid to go!. Plus the main source of income for most early railways was freight, not passengers!.

B!. is incorrect because you can train as many engineers as you need!. Driving a train in the early 19th Century was dangerous, but not that difficult to learn!.

C!. is incorrect because railroads killed off the canals, rather than vice versa!.

D!. is correct because at first there was no government agency or agreement among rail operators to make them all have a "standard gauge"!.

That meant trains usually couldn't travel from one company's tracks to another's without having their wheels refitted!.Www@QuestionHome@Com
