The only possible answer is the second, but it's a bit inaccurately stated!.
Here's what Lincoln SAID:
"It is rather for us to be here dedicated to the great task remaining before us -- that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion -- that we here highly resolve that these dead shall not have died in vain -- that this nation, under God, shall have a new birth of freedom -- and that government of the people, by the people, for the people, shall not perish from the earth!."
The point is that he is calling on those HEARING him to join him, inspired by the devotion of those who fought, in DEDICATING themselves and RESOLVING "that this nation under God shall have a new birth of freedom!. !. !. "
In other words, Lincoln was NOT "promising" that somehow HE would give the nation this 'new birth of freedom, like a silly overdone campaign promise!. No, he was URGING the nation to WORK and devote themselves to the effort to bring it about!.Www@QuestionHome@Com
