I don't think you've asked a serious question here, but I'll give a serious answer!.

The U!.S!. Military invented it!. Originally it was called the Arpanet!. The military had given research grants to various universities, and started hooking them up to so that researchers could communicate via e-mail, etc!. Later they started hooking up military contractors too!. Eventually, some companies that were not military contractors said that this wasn't really fair because when bidding for new contracts, this gave the existing contractors an advantage!. Eventually, the "civilian" side of the Arpanet was turned over to the National Science Foundation!. Eventually the NSF turned it over to the private networking companies that they had subcontracted to!. This is kind of too bad because the NSF actually took spamming seriously and if you spammed, you were bounced off the Internet!.Www@QuestionHome@Com

as usual, the use of 'their' as in a person or persons, is wrong!. a whore, you say!? since you posted this via the 'net', whose a whore, a real or imaginary!? the net, my unlearned friend, was invented, as most stupendous things/technology, by the military way back in the early 1960s!. just like super highways, the wrist watch, medical advancements, satellites, etc!.
