Best Answer - Chosen by Asker:
Turkey entered NATO (North Atlantic Treaty Organisation) in 1952!. Nato was specifically aimed at containing the USSR (In 1954, the Soviet Union suggested that it should join NATO to preserve peace in Europe!. The NATO countries, fearing that the Soviet Union's motive was to weaken the alliance, ultimately rejected this proposal), however it's aims have since been modified!. The missiles placed in Turkey were put there because it was strategically useful!.

Nuclear weapons in Europe under Nato control were not controlled by Nato command!. U!.S!. forces controlled the weapons until a decision was made to go to war!. So the USSR (quite rightly) considered the missiles as being US!.

The US regards the dual continents of America as being it own stamping ground and any incursions by any one else are severely discouraged (under something called the Munro Doctrine)!.Www@QuestionHome@Com

By the time of the Cuban Missile Crisis, the US had Thor and Jupiter missiles set up in Italy and Turkey!. The reason they were in Turkey was because they were within a quick strike against the Soviet Union!.
The Russian missiles in Cuba posed a threat to the United States militarily and President Kennedy considered their placement against the US Monroe Doctrine policy!. To negotiate a withdrawal of the missiles, the Russians got JFK to secretly agree to withdraw the missiles from Turkey in exchange for Soviet removal of the missiles in Cuba!.Www@QuestionHome@Com
