Best Answer - Chosen by Asker:
Monarchy - a form of government with a monarch (king, queen) at the head!.
Hierarchy - a form of government headed by a priestly leader(archbishop)!.
To my knowledge, Spain was mostly likely under monarchy since Queen Isabella and King Ferdinand sponsored Columbus' exploration, not a priest or the pope!.Www@QuestionHome@Com

It all well started with Philip 2nd, but that was a while after Columbus 'visited' the West!.Www@QuestionHome@Com
