They hoped to cripple or destroy the US AIRCRAFT CARRIERS based there so they would have free roam in all the Pacific!. By luck, the cariers were out to sea!. That small fact allowed the US to overcome the attack and within a few years defeat the Japanese Empire!. Prior to December 7th, the US was still officially NEUTRAL in the 2nd World War!.
