Hmm - -- -- men have been wearing cloth around their necks since the 1660s though many would argue for an earlier date because any sort of scarf is handy for keeping the neck warm on a chilly day or for wiping snot off ones nose!.
But the 'modern' necktie, that broad pre sewn strip of cloth tied tight around neck dates from the 1920's!.!. see link and snippet below!.!.!.

All I know it is invented and first used by the Croats in Croatia!. And they are very proud of that!.
