Position:Home>History> Is it true that the government introduced free schooling in 1891 (in England)?

Question:http://history.powys.org.uk/school1/knig...
says "The fees or "school pence" system lasted in most Victorian schools until 1891 when the government brought in free schooling"
Is this source reliable? Was it all schools and was it completely free or just subsidised?
thanks :)
