Question:After 5 years of continuous drought, Tang prayed at Sanglin(桑林), promised that if it did not rain, he will sacrifice himself to the God who in charge of Raining. Finally it rained.

I would say that it did. He didn't sacrifice himself.......

well it is not proven yet if it really rained but based on records, it rained when he promised while praying that he will sacrifice himself.
