There were delegations from each of the States consisting of their most prominent men. But not Thomas Jefferson - he was America's envoy to France at the time.

The Virginia Plan proposed representation be based upon population, rather than single votes by State delegation as in the Articles of Confederation.

The New Jersey Plan proposed that that the Articles of Confederation be amended, but not replaced, retaining equal voting by State.

The Great compromise was that there would be two houses of Congress, one with representation based on population, the other with equal representation by State.
