B. Revise the Articles of Confederation.

After Shay's Rebellion, in which a Massachusetts man and some followers were unhappy about the harsh new specie tax were almost successful in seizing arms, the president personally had to send in forces. Shay's Rebellion highlighted the weaknesses of the Articles and showed that something had to be done.

On February 21, 1787, Congress resolved: "It is expedient that on the second Monday in May next a Convention of delegates who shall have been appointed by the several States be held at Philadelphia for the sole and express purpose of revising the Articles of Confederation."

However, the purpose was changed after the majority of the delegates there voted in favor of a whole new constitution, which is the Constitution today!
