They were a uniform at concentration camps - the jackets were actually some of the better clothing given to the Jews, since all their personal clothing was taken away and they were forced to wear thin, measly clothing in the cold, snowy winter.

That was the uniform of camp prisoners. It had the same reason you give prisoners clothes so different they can be recognised at a glance.
