Mussolini,probably.

if i absolutely HAD TO choose one of them i would have to say Hitler. He revived german economy, industry, army, even tourism. Just before the war, Germany was an extremly prosperous state.
Mussolini and his government on the other hand were rather incompetent, in comparison with the german home rule.
