North Korea is similar to the Soviet Union because both are/were communist nations. It is different because the Soviet Union had the politburo for succession of leadership. The leadership in North Korea is a family affair. North Korea and Germany are similar because both are/were ruled by paranoid dictators.
North Korea probably has more in common with Vietnam - both were portioned in half, half of each country was communist while the other half had some type of democratic government.
