Maryland, Delaware, Kentucky and Missouri were slave states that stayed in the Union either voluntarily or by force. West Virginia was split off from Virginia in order to remain in the Union but was also a slave state. The slave states that did not join the Confederacy were called "The Border States". Look at a map and you will see why. Of course! They are squeezed in between the non-slave states and the Confederate

The slave states of Maryland and Delaware did not secede, but many citizens joined the Army of Northern Virginia. So, they never "officially" joined the Confederacy.

They were two of the 4 states called "Border States"...they didn't secede and were at first told that the institution of slavery would not be interferred with. Lincoln actually arrested and held without charges, suspending the writ of habeus Corpus, some of the Maryland officials to keep them from trying to convince the Maryland state officials to join the South. He didn't want Maryland to join because the Capital would be surrounded.

Both Maryland and Delaware were slave states that refused to join the Confederacy, most of all because they feared Northern occupation. Lincoln badly needed these states, because of Washington D.C.'s proximity to these states.
