because he was a persuasive speaker and good things were happening to the Jews and not for others. he blamed things on the Jews, and since there was no real explanation, they believed that (those scumbags!)

by the time people realized it was too late and they had already been convinced of the bad was good. plus anyone who spoke out or tried to do something right and got caught was typically killed or sent away.

The people at that time were either afraid that if they didn't do as was expected, they would be killed. If they had pre-existing moral values, those values would still be instilled.....they most likely weren't as brutal as the people with no values.
