Question:Technically it could be said to be Westminster Abbey (officially the Collegiate Church of St. Peter in Westminster) which was originally built by Sebert, King of the East Saxons, in 616 and first recognised as West Minster in 730. But it was rebuilt as an abbey in 1065 by Edward the Confessor and other sections have been added over the years.

The Tower is also a contender since there have been no major additions to it and was completed in 1078 by William I, the Conqueror, but over the centuries some of the original "towers" are no longer standing.

Also for consideration would be Westminster Hall (the smaller building next to Big Ben and the Houses of Parliament) site of many an important event in English history (the original Great Parliament of 1265, the trial of Charles I in 1649 etc) it was built by William II in 1097 to house the Royal treasure. It's the only section left of the original Palace of Westminster that burned down.

Any of those should do it, depending on how much original structure you want.
