A bar is the administrative agency of the State's Supreme Court. Everyone that becomes a lawyer, must be admitted (accepted) to their state's bar. When one is admitted to the bar they are sworn in by their State's Supreme Court. Nowadays, you must pass the "BAR" exam to be admitted.

After graduating in 1762 with highest honors, Jefferson studied law (with his friend and mentor, George Wythe) and was admitted to the Virginia bar in 1767.

One has to be admitted to the 'bar' to be able to practice law

A "Bar Association" is the oversight organization for attorneys. They set the standards of conduct and review would be lawyers for fitness to serve as legal counsel.

Being "admitted to the bar" means you have passed your law exams and are now a lawyer.
