Question: Is there a way to find a child if you only know fathers name!?

I have a sibling about age 30 and no one knows the mother's name or the child!. But I have information on my bio dad!. I would like to find this sibling!. They were likely born in California!. My uncle told me about the pregnancy but absolutely can not remember the mother's name!.
