Sounds definitely German or Germanic (i!.e!. from any country where some form of Germanic language is spoken)!. In that case it could be almost anywhere in Middle Europe e!.g!. Germany, Switzerland, Luxemburg, areas like the Alsace in France with a history of German / Austrian/ Swiss influence, even some southern areas of Belgium, Austria etc!. It could also be found in any area which had belonged to the old Prussian / German / Austrian empires like the old Tchechoslowakia!.!.!.
I think it may also have been spelled Goper with an umlaut on the "o"!.!.!.
