I found this for you,
England & Wales, FreeBMD Birth Index: 1837-1983
about Percy Winstone
Name: Percy Winstone
Year of Registration: 1899
Quarter of Registration: Oct-Nov-Dec
District: Cardiff (1837-1974)
County: Glamorgan, Monmouthshire
Volume: 11a
Page: 406

Here's a list of all the Percy Winstone's born around the same time as the Percy I believe to be your gr grandpa,

Percy Winstone 1902 Oct-Nov-Dec Cardiff Glamorgan, Monmouthshire

Percy George Winstone 1888 Jul-Aug-Sep Abergavenny Herefordshire, Monmouthshire

Percy Winstone 1890 Jan-Feb-Mar West Ham Essex, Greater London

Percy J Winstone 1915 Oct-Nov-Dec Pontardawe Breconshire, Glamorgan

There were only five of them including the one I believe to be your grandpa!.
Is it possible the family could have moved away for the 1901 census and settled in England maybe !?!.
If you would like any more help you could edit your question and include the information you would like!.

Hope this helpsWww@QuestionHome@Com

What I found:

In the 1901 Wales Census
Abergavenny, Monmouthshire
Subdistrict: Llanvihangel

George Winstone, age 37
Clara Winstone, age 36
children:
Leslie, age 10
Florence, age 9
Nellie, age 5
Percy George, age 12
William, age 1

Percy George Winstone also shows up in the census of 1891 with George and Clara Winstone!.

If this is your Percy, then he was born in 1889 not 1899!.
