If a person has that as s surname, mostly likely it's because that is where they are from, as Kosova is a major city in Serbia!. Perhaps they wanted to drop their original Serbian or Albanian name!.

Years ago, immigrants often got the name of the town, village or city they came from!. Many Italians suffered this fate and people with last names like Palermo (palermo, sicily); Naplitano (naples, italy) Calabrese (calabria, italy) as you can see, were given these names!.
Especially when they were poorly educated and didn't know English!.
