Do you know which State!? Each has its own laws on releasing records and some have on-line searches for prison records!.

sorry, but what you ask for ("ALL records"), does not work!.
Different record types are kept by different places, and for different reasons!. A list of ALL places that keep records (and many are offline) would take years to compile!.
