I don't believe there was any official adoption in England until about 1920s?

What info do you have? Have you found the family on the 1901 census?

Was there some sort of institution involved in the adoption or was it arranged privately?

So you think she may have been adopted by the Dentons because you can't find a birth registered for her?
Are you just going off the census information, because it it's not always exactly right?
What information do you have for her death?

Hmmm, yes it's a mystery. On the census it says her birthplace is Pelsall so she should be registered in Walsall Registration District and also the same for her brother Daniel born in Bloxwich but I can't find him on freebmd either.

Have you been able to find this family in the 1891 census- maybe that could yield some clues?

Adoptions carried out before 1927 were often carried out privately between families, by Parish officers, or the board of guardians of the poor law union.. There are NO indexes open to the public, for these adoptions prior to January 1st 1927.

January 1st 1927 , was the date when adoptions by court order were indexed for the first time, these indice are accessible to the public here,
